JOB ROLES :
  • Develop and implement structured local workforce development programs aligned with AMDAL commitments and project phases. 
  • Ensure development programs are phased and staggered, supporting progressive capability uplift and readiness of local employees in line with project milestones.
  • Translate outputs from local people development studies into practical, executable programs that covers Employment (Third Party Contractor & Development Program), Apprenticeship, and Internship schemes. 
  • Identify competency gaps of local employees through job requirements, project needs, and performance inputs.
  • Prepare, implement, and monitor Individual Development Plans (IDPs) for local employees.
  • Coordinate learning interventions including training, mentoring, coaching, and on-the-job learning.
  • Work closely with internal line managers, and external training providers to ensure effective delivery of development initiatives.
  • Ensure learning activities are conducted efficiently, on schedule, and within approved budgets.
  • Act as the focal point for local content and capability development initiatives across departments, ensuring alignment and consistency of implementation.
  • Monitor progress of development programs and track readiness milestones.
  • Prepare periodic progress reports for Management on local capability development, risks, and improvement areas. 
  • Support audits, internal reviews, and regulatory inquiries related to local content and people development.
  • Ensure proper record keeping and documentation to support transparency, governance, and compliance requirements.
 
QUALIFICATIONS :
  • Preferably, minimum 10 years of experience in Human Resources and Learning & Development area
  • Minimum Bachelor’s Degree 
  • Hands-on experience managing training programs, IDPs, mentoring, and development initiatives.
  • Exposure to local content / national workforce development programs is an advantage.
  • Strong understanding of competency-based development, workforce readiness, and local people development. 
  • Good knowledge of project-based organizations
  • Strong coordination, stakeholder engagement, and follow-up skills.
  • Able to work independently with minimal supervision while managing multiple initiatives.
  • Solid reporting, documentation, and presentation skills.
  • High integrity and strong compliance mindset.
  • Good command of English and Bahasa Indonesia, both written and verbal.
